Metro Manila, Philippines — After a three-year hiatus, the Metropolitan Manila Development Authority (MMDA) officially reinstated its No Contact Apprehension Policy (NCAP) on May 26, 2025. This initiative aims to modernize traffic enforcement by leveraging digital technology, with high-definition CCTV cameras strategically placed across major thoroughfares in Metro Manila to monitor and manage traffic violations.

The NCAP system, temporarily suspended in 2022, is now back online to improve traffic law enforcement and ensure safer roads. The re-implementation is part of the MMDA’s broader effort to digitize traffic monitoring and reduce the need for physical apprehensions.

MMDA: No Contact Apprehension Policy (NCAP)

So, how does the system work now? The process begins at the MMDA command center. When a motorist commits a traffic violation—such as running a red light or illegal parking—an MMDA operator reviews the footage captured by the cameras. The operator then verifies the vehicle or motorcycle’s registration details through the Land Transportation Office’s (LTO) Information Query Facility.

Once validated, the violation is encoded into the NCAP system, which automatically generates a Notice of Violation. Then, the system sends this notice directly to the vehicle owner’s registered address. The system aims to streamline enforcement, making it more efficient and less reliant on physical apprehension teams.

However, complications may arise if the vehicle has been sold but the ownership transfer is still pending. In such cases, the registered owner may receive a violation notice for a vehicle they no longer own. Owners should visit the MMDA NCAP office, bringing a notarized Deed of Sale and the buyer’s address details to contest or resolve such issues.

The MMDA has also introduced convenient payment options. Violators can settle their fines online through Landbank’s secure payment portal or opt to pay in person at the MMDA headquarters. For those who wish to dispute a violation, the agency maintains a dedicated Adjudication Department to handle appeals.

With the system now operational, the MMDA hopes to improve traffic discipline and foster a safer driving environment across Metro Manila.
