Motorists urged to verify notices, use official payment channels, and beware of online scams

Following the October 5, 2026, reimplementation of the No Contact Apprehension Policy (NCAP) in Metro Manila, motorists should learn how to receive, verify, and respond to a Notice of Violation (NOV) properly.

Local government units (LGUs) send official NCAP Notices of Violation through physical mail or courier to the registered owner’s address on record with the Land Transportation Office (LTO). Motorists should treat text messages, emails, or messaging app notifications claiming to issue NCAP violations and containing payment links as potential scams.

Motorists are advised not to click on suspicious links or disclose personal information, bank details, e-wallet credentials, or one-time passwords (OTPs) in response to unsolicited messages.

Check the details of the Notice of Violation

When motorists receive an NOV, they should carefully review the date, time, and location of the alleged violation, the specific traffic offense, and the corresponding fine under the standardized rates outlined in the Metro Manila Traffic Code of 2023 (Single Ticketing System).

The notice includes screenshots of the incident and a QR code that can be scanned using a mobile phone camera to view video footage of the alleged violation.

Pay only through official channels

Motorists who confirm their violations may follow the payment instructions provided in the NOV. Motorists can scan the QR code on the NOV to access authorized online payment methods and settle their fines conveniently.

Moreover, motorists should use only official LGU payment channels and avoid clicking payment links in unsolicited text messages, emails, or private messages to protect themselves from scams.

If you fail to pay the fine or file a formal protest within 10 working days of receiving the NOV, the Land Transportation Office (LTO) will place an alarm on your vehicle’s record. This alarm will prevent you from renewing your vehicle’s registration, transferring ownership, or completing other LTO transactions until you resolve the violation. You may still pay your fine even after the LTO alarm has been triggered.

Right to Contest a Violation

Motorists who believe a violation is unjustified can file a formal protest in person or online by scanning the QR code on the NOV or visiting the LGU’s NCAP portal. They must submit their protest within 10 working days of receiving the NOV to avoid triggering an LTO alarm on their vehicle. Motorists are encouraged to prepare the necessary supporting information and comply with the portal’s submission requirements.

Keep vehicle registration records updated

Motorists should keep their vehicle registration details and addresses updated with the LTO. Buyers of secondhand vehicles should also complete the official ownership transfer and ensure that records reflect their current information. Updated records help authorities deliver official notices to the correct recipients and reduce the risk of missed notifications.

Motorists can protect themselves by understanding the NCAP process. They can use authorized payment and protest channels, and by staying alert to potential scams. These measures help them address violations properly while fulfilling their responsibilities on the road.

Following traffic regulations is equally important in preventing violations and promoting road safety. By respecting traffic signs, observing speed limits, and practicing responsible driving, motorists can also help create safer roads and encourage a more disciplined driving culture.
